focus areas for 2025-2028

Switzerland supports Bosnia and Herzegovina in building a peaceful and cohesive democratic society, progressing towards European integration. The cooperation focuses on specific sectors, leveraging Swiss expertise and addressing the needs of Bosnia and Herzegovina’s and its priorities for socio-economic reform and EU accession. The Programme focuses on political and social reforms for effective institutions and public services, a thriving green economy, improved migration management, and a better performing health sector. Swiss values and expertise in promoting cohesion, federalism, decentralisation and cantonal coordination are of interest for public and private actors.

Switzerland’s added value lies in bringing together stakeholders across ethnicities as a credible, principled and impartial actor. As a non-EU member state, Switzerland's contribution towards an open-ended European perspective opens doors and creates trust. Its long-term, predictable commitment, flexibility and often bottom-up approaches are particular trademarks. In principle, all projects are implemented throughout the country to ensure harmonised development and compatible systems and processes.

Development context

Switzerland contributes to a European perspective for Bosnia and Herzegovina in order to promote peace, stability and prosperity. This is of particular importance in view of its geographical proximity and substantial diaspora in Switzerland, as well as the broader security situation in Europe.

Approach and partners

As a "nation of will", Switzerland has particular expertise in promoting cohesion among people of different origins, religions and languages. It engages with a wide range of actors across Bosnia and Herzegovina, including governments and authorities at all levels, companies, business associations, civil society, and development partners.

Results and lessons learned in 2021–24

The results of the Programme depend on the political will of governments at all levels to implement reforms. The policy dialogue emphasizes socio-economic conditions, local governance, migration management and the water, energy, and health sectors. These reforms are critical for citizens and to advance good governance, rule of law, and integrity in line with European standards.
